Helsingborg is maybe the municipality which is pushing itself and others the most about open data in all of Sweden! They provide free support, ask citizens to submit what data they want them to prioritize and open! https://oppna.helsingborg.se/
OpenNorth is a beautiful initiative and example of how cross-sector and cross-border collaboration is key for sharing knowledge and reducing costs with open data work!
I would like to nominate Linköping municipality for being a driving force in releasing open data, and for being very transparent to the public about how the municipality works and performs (e.g using tax bases). Linköping municipality has also taken part in an open data network nationally, trying to increase the speed of open data initiatives in Sweden. Since the start, they have backed the East Sweden Hack project, combining open data to internet of things. The IT-strategist in Linköping municipality has a lot of passion for open data (free wifi and smart city projects) and has realized more than a few ideas!
Göteborgs stad visar genom sin nyaste satsning på öppna data – bl.a. ska det lanseras en plattform för 10 stadsdelsnämnder och 13 förvaltningar – och de redan publicerade datamängderna hur mycket en kommun kan uppnå när öppna data blir en självklar del av verksamheten.
